Measurement and control devices are highly sensitive and exposed to overvoltages and they do therefore require fine protection for they can withstand a small level of residual voltage (level of protection) from upstream protectors.
Measure and control lines do usually consist of long cable stretches with a great deal of them running externally from building to building. They are therefore highly exposed to overvoltages. Receptors like communication cards, modems, computers, etc... are very sensitive and do thus require a low voltage protector.
